How to Get a Pesticide and Fertilizer Dealer Licence (State-wise 2026)

How to Get a Pesticide and Fertilizer Dealer Licence (State-wise 2026)5 min read

What is a pesticide licence and who needs one?

A pesticide licence is a permission issued by the state agriculture department that allows a person or firm to sell, stock, exhibit for sale or distribute insecticides. Anyone who runs a krishi seva kendra, agro-input shop, wholesale depot or distribution business for crop protection chemicals needs one for each selling premises.

In law, "insecticide" covers fungicides, herbicides, rodenticides, plant growth regulators and other products listed in the Schedule to the Insecticides Act, 1968. So a shop that sells only weedicides or only fungicides still needs the same licence.

Fertilizers are regulated separately. A shop that sells urea, DAP, water soluble NPK or micronutrients needs an authorisation letter under the Fertiliser (Control) Order, 1985 (FCO). Seeds need a third licence under the Seeds (Control) Order, 1983. Most rural input shops hold all three.

Licence Law Application form Licence document Issuing authority
Pesticide (insecticide) sale licence Insecticides Act, 1968 and Insecticides Rules, 1971 (Rule 10) Form VI (new) / Form VII (renewal), now filed digitally Form VIII State licensing officer, usually Deputy/Joint Director Agriculture
Fertilizer dealer authorisation Fertiliser (Control) Order, 1985 (Clause 7 and 8) Memorandum of intimation in Form A1 with Form O source certificate Acknowledgement in Form A2 (authorisation letter) Notified authority of the state, usually District Agriculture Officer
Seed dealer licence Seeds Act, 1966 and Seeds (Control) Order, 1983 State form Seed licence District licensing authority

Pesticide licence qualification: who is eligible?

You are eligible if you or a full-time employee at the shop holds a graduate degree in Agricultural Sciences, Biochemistry, Biotechnology, Life Sciences, or B.Sc with Chemistry, Botany or Zoology. This is the minimum qualification added to Rule 10 of the Insecticides Rules by the 2015 amendment.

Existing licence holders were given two years from that notification to comply. States then set their own deadlines for older dealers; Haryana, for example, gave dealers until 31 December 2020 to obtain a degree or DAESI, and licences were cancelled for those who did not.

What is DAESI and does it count?

DAESI is the Diploma in Agricultural Extension Services for Input Dealers, run by MANAGE, Hyderabad through SAMETIs, agricultural universities and KVKs. Most state agriculture departments accept it as the qualification for pesticide and fertilizer dealers who do not hold a science degree.

  • Duration: 48 weeks, with 80 classroom sessions and 8 field visits, held on Sundays or market holidays so shop owners can attend.
  • Eligibility: at least appeared for the Class 10 examination, and either an existing dealer or someone planning to become one.
  • Fee: ₹28,000 per the MANAGE DAESI page. Licensed dealers get a 50% government subsidy (₹14,000); rural youth pay the full fee.
  • Check with your state SAMETI for the next batch dates, since batches are opened district by district.

Fertilizer licence qualification

For fertilizers, Clause 8(4) of the FCO requires retail dealers to have a B.Sc in Agriculture or Chemistry, a Diploma in Agricultural Science with fertilizer subjects, or a 15-day certificate course from a State Agricultural University, KVK or MANAGE. The 15-day Integrated Nutrient Management course costs ₹12,500 per candidate under MANAGE guidelines. Some states, such as Assam, also accept a six-month agri-input certificate course.

Documents needed for a pesticide and fertilizer licence

The document set is similar across states. Keep clear scans (PDF or JPG) ready before you start the online form, because most portals time out if you search for files mid-way.

  • Identity and address proof of the applicant: Aadhaar, PAN, voter ID.
  • Passport-size photograph and signature scan.
  • Qualification certificate (degree, DAESI or 15-day course) of the applicant or the employed qualified person, with an appointment letter if an employee.
  • Proof of shop premises: ownership papers or rent agreement, plus site plan or layout of shop and godown.
  • NOC or trade licence from the gram panchayat, municipality or local body.
  • Principal certificate (for pesticides) from each manufacturer or distributor whose products you will sell, listing product names and registration numbers.
  • Form O source certificate (for fertilizers) from each supplier.
  • GST registration certificate, if already registered.
  • Firm documents if not a proprietorship: partnership deed or company incorporation certificate and board resolution.
  • Undertaking to follow the Insecticides Act and Rules, and storage details (separate, ventilated area away from food and feed).

How to apply for a pesticide licence online: step by step

The process is: register on your state portal, fill the form, upload documents, pay the fee online, face a shop inspection, and download the licence. Most states say they decide within about 30 days of a complete application.

  • Get the qualification in place first: your degree, or enrol in DAESI or the 15-day fertilizer course. No portal accepts an application without it.
  • Finalise the shop and godown. Inspectors check for a separate, dry, lockable storage area for pesticides, away from food grains and seed.
  • Collect principal certificates (pesticides) and Form O certificates (fertilizers) from the companies you plan to stock.
  • Register on your state agriculture licensing portal with your mobile number, then log in with the credentials sent by SMS.
  • Choose the licence type: insecticide retail, insecticide wholesale, fertilizer retail, fertilizer wholesale or seed. Many portals let you apply for all three from one login.
  • Fill the application (Form VI for a new insecticide licence, Form A1 for fertilizer) and upload documents.
  • Pay the fee through the state treasury gateway (for example, EGRAS in Assam and several other states).
  • Wait for the physical inspection by the Agriculture Development Officer or block officer, who checks the premises and documents.
  • Download the licence (Form VIII for insecticides, Form A2 authorisation for fertilizers) once approved, and display it in the shop.
  • Set reminders for renewal and, from September 2026, for the monthly electronic return due within 15 days of each month end.

If your application is returned, the portal usually lists the reason (missing principal certificate, unclear site plan, mismatch in name). Correct only that part and resubmit, rather than filing a fresh application.

State-wise online portals for agri-input licences

Every state runs its own licensing system. The table below lists portals confirmed from official state sources or state service pages. Where a state is not listed, apply through the District Agriculture Officer or the state's single-window services portal.

State Where to apply Notes
Uttar Pradesh upagriculture.com (Department of Agriculture, UP) Also accepted via Jan Seva Kendra (CSC). Separate options for khad, beej and keetnashak.
Madhya Pradesh Farmer Welfare and Agriculture Development Department (mpkrishi.mp.gov.in) and MP e-services Apply through the Deputy Director Agriculture of the district.
Maharashtra Aaple Sarkar (aaplesarkar.mahaonline.gov.in) Commissionerate of Agriculture, Pune handles insecticide licences; fee depends on business type.
Rajasthan Raj Kisan Sathi portal (rajkisan.rajasthan.gov.in) Fertilizer, seed and insecticide licence requests under one login.
Bihar DBT Agriculture Bihar (dbtagriculture.bihar.gov.in, Licence section) Separate modules for fertilizer, seed and pesticide.
Odisha Odisha Agri e-Licensing (odishaagrilicense.nic.in) Acts and rules are also hosted on the portal.
West Bengal Matirkatha agri-input licensing (agriinput.matirkatha.net) User manual available for pesticide licence.
Chhattisgarh Krishi Licensing (agriportal.cg.nic.in/Agrilicense) Online application and renewal.
Assam Sewa Setu (sewasetu.assam.gov.in) Retail fertilizer licence fee listed at ₹1,650 plus service charges; 30-day service timeline.

Portal addresses change from time to time. If a link does not open, search the state agriculture department's official site (ending in gov.in or nic.in) and avoid agents who ask for payment outside the official gateway.

Pesticide and fertilizer licence fees (indicative)

Licence fees are fixed by state governments within central limits, so they vary widely. The figures below are indicative only; always confirm the current fee on your state portal before applying.

Item Indicative fee Source / basis
Insecticide sale licence (Rule 10 text) ₹500 per insecticide, capped at ₹7,500 per premises; rural areas pay one-fifth Insecticides Rules, 1971, Rule 10 as published; many states now charge a flat fee
Fertilizer retail authorisation, Uttar Pradesh About ₹1,250 Reported for UP portal; confirm on upagriculture.com
Fertilizer retail licence, Assam ₹1,650 + ₹30 service charge Assam Sewa Setu service page
DAESI diploma ₹28,000 (₹14,000 for licensed dealers after subsidy) MANAGE
15-day fertilizer certificate course ₹12,500 MANAGE guidelines

Budget separately for shop fit-out, racks, a fire extinguisher, a weighing scale and the initial stock. The licence fee itself is usually the smallest part of the cost of opening an input shop.

What changed in 2026: digital licences and e-records

The Insecticides (Amendment) Rules, 2026 make licensing and record keeping digital. They were notified by the Ministry of Agriculture and Farmers Welfare as G.S.R. 493(E) on 17 June 2026 and apply 90 days after publication, which falls in mid-September 2026.

  • Applications to sell, stock, exhibit for sale or distribute insecticides must be submitted digitally.
  • Dealers must keep insecticide-wise electronic stock and sales registers instead of paper registers.
  • Monthly electronic returns are due within 15 days of the end of each month, in separate formats for technical-grade and formulated products.
  • Inspectors must record inspections, samples and seizures electronically.
  • Manufacturing licence fee is ₹2,000 per insecticide, up to ₹20,000 per application (this does not apply to retail sale licences).

For a small retailer, this means a basic computer or smartphone, a billing app that exports stock data, and a habit of entering every purchase and sale on the same day. Your state department will announce the exact portal and format; watch its notices in October and November 2026.

Renewal, validity and staying compliant

A licence stays valid only for the period printed on it and must be renewed before expiry. For pesticides, renewal is filed in Form VII. For fertilizers, the FCO text says an authorisation letter is valid for three years unless renewed, suspended or cancelled; some states now issue longer terms, so go by the date on your letter.

  • Add every new product or company to your licence before selling it. Selling a product not endorsed on the licence is an offence.
  • Buy only from licensed manufacturers and distributors, and keep invoices with batch number, manufacturing and expiry dates.
  • Do not stock or sell products banned or restricted by the Registration Committee; check the CIBRC list before adding a molecule.
  • Sell fertilizers only at or below MRP and through the PoS machine where DBT applies.
  • Keep pesticides in original sealed packs, off the floor, away from food, seed and children.

A typical starter shelf mixes a few fast-moving chemistries such as emamectin benzoate 5% SG insecticide, water soluble nutrition like NPK 19-19-19 fertilizer, and biologicals such as Trichoderma viride bio-fungicide, which fall under the Insecticides Act but appeal to growers moving towards lower-residue farming. Each item must be covered by your licence and the supplier's principal certificate or Form O. Advise farmers to follow the product label and local agriculture officer advice on dose.

Common mistakes that delay a licence

Most rejections come from paperwork, not eligibility. These are the issues licensing officers mention most often.

  • Qualification holder's name on the application does not match the degree certificate or Aadhaar.
  • Principal certificate is missing product registration numbers or has expired.
  • Godown is shared with food grains or is in a residential room.
  • Rent agreement is unsigned, unstamped or in a different name.
  • Applicant paid through an agent outside the official gateway and has no challan to show.

Keep a single folder, physical and digital, with every certificate. It also helps at inspection time, which can be unannounced.

What to do next

Start with the qualification, because it takes the longest. If you do not have a science degree, contact your district KVK or SAMETI for the next DAESI batch, or the 15-day course if you plan to sell only fertilizers. While you study, finalise the shop, collect supplier certificates and create your login on the state portal.

If you are looking for a manufacturer to supply principal certificates and Form O for a new shop, Katyayani Organics works with dealers and distributors across India on crop protection, nutrition and bio-inputs. Whichever supplier you choose, check that every product carries a valid CIB&RC or FCO registration before it goes on your shelf.
